Donald Zaycosky, Esquire

Donald B. Zaycosky is a member of the York Legal Group’s Litigation Practice.  Mr. Zaycosky has supported the practice group, representing state governments and agencies nationwide for the past 8 years.  His practice is principally dedicated to the defense of state operated mental health and developmental disability facilities.  He has extensive experience defending federal investigations initiated by the Department of Justice’s Special Litigation Section, Health And Human Services, as well as the Centers for Medicare & Medicaid Services.

 

Mr. Zaycosky has been involved in state and federal litigation in numerous jurisdictions across the country.  He has defended class actions and against claims involving healthcare, securities, civil rights, and product litigation claims. He has extensive experience advising clients in the implementation of the Civil Rights of Institutionalized Person Act, the Americans with Disabilities Act, the Individuals with Disabilities in Education Act, the Rehabilitation Act, and the U.S. Supreme Court decision in Olmstead v. L.C., et al.  Mr. Zaycosky has also served as a court appointed arbitrator in a variety of matters.  Mr. Zaycosky received his J.D., cum laude, from University of Pittsburgh School of Law, where he was the Senior Managing Editor of the University of Pittsburgh Law Review.  Mr. Zaycosky also earned a Certificate in Advanced Studies in Health Law also from the University of Pittsburgh School of Law.  He received his B.A., summa cum laude, from Saint Vincent College, Latrobe, Pennsylvania.  Mr. Zaycosky also completed graduate studies at Saint Edmund Hall College of the University of Oxford.  Mr. Zaycosky has also served as faculty member for the Pennsylvania Bar Institute’s continuing legal education program, speaking on topics of business litigation.

 

Mr. Zaycosky is licened in the Commonwealth of Pennsylvania and admitted to practice in the  U.S. District Court for the Middle District of Pennsylvania; U.S. District Court for the Western District of Pennsylvania; U.S. District Court for the Eastern District of Michigan; U.S. District Court for the Eastern District of Arkansas; U.S. District Court for the Western District of Arkansas; U.S. Court of Appeals for the Fourth Circuit
